Analysis of the project "Information system of basic registers" and its implementation

This diploma thesis deals with Information system of basic registries and its implementation. The information system consists of four main registries (Registry of Inhabitants, Registry of Persons, Registry of Territorial Identification, Addresses and Real Estates and Registry of Rights and Obligations) and system of ORG. The thesis defines crucial documents which deal with this project and the basic terms of Basic Registries Act No. 111/2009 Coll. and other related acts are explained. This thesis also compares the public administration before and after the activation of basic registries and the most important part is public survey which discovers knowledge about basic registries and responds to determined hypotheses.

Comparison of primary drug crime before and after the amendments to the criminal code

Day 1.1 2010 came into force the "new" standard of criminal law, Law No. 40/2009 Coll., The Criminal Code (hereinafter referred to as "the new Penal Code" - the new Criminal Code). By this time the effective "old" Criminal Code No. 140/1961 Coll. (hereinafter referred to as "STZ"), Penal Code, as amended. The main objective of this paper is to describe the theoretical part of the various changes that occurred as the facts of drug offenses. In the practical part I compare statistically recorded crimes committed in connection with drugs in the years 2007 - 2009, that is three years before mentioned derogation and in 2010-2012, ie for the same period of time after the change. If we speak about the crime, then in connection with drugs is the so-called primary drug crime that is inherently latent. Specifically, the so-called drug offenses under § 283 - § 287, "the new Penal Code." According STZ "are those offenses in § 187, § 187a, § 188, § 188a. As for individual crimes, and in this work focused on the statistically recorded attributes: how much was in each year of the convicted person accused of the crime committed, prosecution, and I will compare the different types of sentences. New standard relating to questions of law ( nb. 40/2009 collection) or new penal code started its efficiency on 1st January 2010. It meant meaningful derogation of old penal code. Goal: My Bachelor's work consists of two main parts which are interconnected and they follow each other. Itn the theoretical part it is the description of individual changes which happened in the facts of the case of drug crimes ( the law nb. 140/1961) The main goal in practical part ( the comparative study) is to compare according to statistics the crimes commited in connection to using drugs and poison between 2007 - 2009. It means to compare the situation of primary drug criminality 3 years before and 3 years after the change of judicial code. By the primary drug criminality is understood so called drug criminal offence according to law 283 - 287 ( new penal code). I compared these offences according to number of condemned, accused and criminally chased persons and I also dealt with the comparison of punishments given for these crimes. Effect of Act No. 206/2009 Coll. to community planning of social services in the Liberec region.

Diploma thesis "Effect of Act No. 206/2009 Coll. to community planning of social services in the Liberec region" deals with the influence of the Amendment to the Social Services Act No. 108/2006 Coll. on cooperation between local, regional and state level in social services planning in Liberec region. The thesis builds on the concept of civil society, principles decentralization and deconcentration and also relies on the theory of bureaucracy and public policy networks theory. In the thesis is used qualitative research approach. The chapters analyze community plans of social services in municipalities of Liberec region and also the mid-term developing plan of social services for the Liberec region. Based on document analysis are summarized Liberec region activities in the area of planning social services. There are evaluated semi-structured interviews made with actors of planning of social services, which explain the cooperation between three levels of governance (municipalities, region and state), the effect of political influence on the planning of social services and also understanding of the Act No. 108/2006 Coll. and its Amendment. A bigger than a small quantity of marijuana - for a second time and better? (The perception of the modification of criminal codex by young adults)

Simona Mertová, 4. ročník SOSP Abstract The aim of this bachelor thesis was to determine how the young adults, a category of czech population with the highest prevalence of marijuna use, perceive the changes in the domain of cannabinoid drugs in relationship with recent partial decriminalization of marijuana, induced by latest modification of the law number 40/2009 of the law collection. New modification of the criminal code of law got into effect in January 2010 and in my bachelor thesis I examined whether after this date some changes in the behaviour or in the attitudes of the consumers of marijuana occurred. Further, I tested if some changes occured in the attitudes of the young non-users - in such a sense, that they would decide to use marijuana or at least to try this drug. Data and information about consumer's behaviour, attitudes and opinions were investigated by means of semi-structured interviews. The results were gained by the analysis of these interviews.
